Curator Marsha Moss sent this article that ran in the Bulletin on Jan. 11. It suggests that even then the horse had left the stall and the pledge to fund an effective Office of Art and Culture was down the toilet.

Scuttlebutt suggests behind-the-scenes stuff crippling Nutter’s ability to do otherwise. But our disappointment at the failure of the administration to fulfill so straightforward a promise is bitter indeed. What the city needs is not a powerless ribbon cutter but a bone fide planner and manager who would consolidate the gains in the arts.
